Family Resource Connection and Preservation Services (FRCPS) of South Carolina Youth Advocate Program
The Family Resource Connection and Preservation Services (FRCPS) of South Carolina Youth Advocate Program provides short-term, family-centered support to help parents improve their parenting skills and family life while keeping children safe. The goal is to help families stay together by offering guidance, education, and resources.
Services Offered:
- Parental education – Teaching parenting skills and behavior management.
- Motivational Interviewing Techniques –Utilized to help the family address barriers to meeting their goals outlined in the FRCPS Care Plan.
- Counseling & support – Help with accessing substance abuse treatment, emotional well-being, and life skills.
- Basic needs assistance – Support for housing, transportation, and childcare.
Program Goals:
1. Help families complete the program within 6 months.
2. Improve family safety – 75% of families will have reduced risk factors.
3. Prevent child removal – 75% of families will stay together after completing services.
4. Long-term stability – 70% will remain stable one year after services end.
How Families Get Referred:
- DSS case managers, investigators, family preservation, or foster care managers, place referrals via the Service Array Portal, and select FRCPS.
- Case managers will be contacted within 48 hours of receiving the referral; First in-person visit will be conducted within the first 7 days.
Program Structure & Requirements
- Flexible scheduling – Services can take place during evenings and weekends.
- Duration – Families receive services for 2 to 6 months, depending on their needs.
- Service intensity – Visits range from once a week to four times a week based on family needs.
- Open Case, or investigation that has been unfounded with Services.
- In person or Telehealth visits required weekly, on call 24/7.
Assessment & Planning:
- DSS uses the FAST tool to identify needs and track progress.
- Families participate in developing a customized service plan within 30 days of the first meeting.
- Progress is reviewed every 30 days to ensure families are improving.

Community Based Services

Wraparound Services
WRAP services are therapeutic activities and treatment interventions provided to youth with behavioral health and other special needs. Services are implemented within the youth’s or family’s home or community and are facilitated by an assigned SCYAP Wrap Advocate who provides one-on-one services to the youth and/or to the family with support, supervision and guidance from SCYAP staff.

In-Home Family Services
In-Home Family Services are a combination of clinical and community-based services that come together to create an intensive and comprehensive program tailored to meet the needs of the youth and his or her family. Services are provided to families in their homes.

Transportation Services
At SCYAP, we recognize the importance of having transportation services as part of a comprehensive array of services available to youth and families so that they might access treatment and other needed/required services and to allow families to work toward reunification.
